In 1975, I was shown this shot with a slight variation: The cue ball was placed on top of a piece of chalk; the piece of chalk was then set on top of the short rail and centered.
The bet was $20.00 with ten tries allowed.
The shot was made just as you described it (lots of left or right hand english and aiming to hit the rail just adjacent to the object ball).
Once acclimated to the shot, it could usually be made at least two out of ten tries.
now do it one handed

One-handed I could probably do, but if you mean "jacked-up" then I won't even bother trying.
